I want to answer this question in 2 parts. Formatting will yield different results for HDD and SSD disks.
You can format as many times as you want on HDD disks, this will not be a problem for you.
Since SSD disks have somewhat shorter lifespans and this varies depending on usage, formatting is not highly recommended for SSD disks nowadays.
But generally speaking, formatting does not harm your device or disk, on the contrary, since your computer will be refreshed, it will run faster. This also relieves the system.
Formatting once a week will only waste your time, but if you format the system every 3-4 months, your system will work more efficiently.

In summary;
Formatting too frequently only causes loss of time, but whether you use an HDD or an SSD, it does not harm your system or computer at all.
Of course, this is provided that the correct drivers are installed after formatting, otherwise it has no harm. If you install missing drivers, your system performance will most likely decrease.
This performance drop will be fixed once the correct drivers are installed again.
